About the Speaker

Maxwell Scott
CTO & Co-Founder – StratAlliance Global
Max Scott is a globally recognised leader on responsible AI and emerging technology governance. He is the CTO and Co-Founder of StratAlliance Global, a premier AI systems integrator working at the intersection of government procurement, frontier innovation, and national security.

Max brings deep expertise in deploying high-risk AI systems across sectors and borders. At Microsoft’s Office of Responsible AI, he led global teams in developing and deploying governance frameworks for sensitive AI technologies, co-chaired the UNESCO Business Council for the Ethics of AI, and shaped international norms for responsible innovation.

Prior to Microsoft, Max served as a technology policy advisor at the U.S. Department of State, representing U.S. positions on AI and emerging technology throughout the Indo-Pacific and at multilateral bodies including the EU, ASEAN, and G20. His work bridges diplomacy, strategy, and innovation - advancing inclusive, values-driven tech policy in complex geopolitical environments.
He is a member of the Stimson Center’s Alfred Lee Loomis Innovation Council and holds degrees from Arizona State University and the London School of Economics.
